TO ADVANCE THE EDUCATION OF THE PUBLIC BY (1) MAKING GRANTS OR AWARDS OUT OF INCOME TO AUTHORS OF OUTSTANDING LITERARY MERIT TO ENABLE THEM TO CREATE AND/OR PROCURE PUBLICATION OF LITERARY WORKS OF EDUCATIONAL VALUE OF ARTISTIC MERIT, AND (2) PROMOTING THE PUBLICATION AND DISSEMINATION OF LITERARY WORKS OF EDUCATIONAL VALUE OR ARTISTIC MERIT.
