(B) TO PROVIDE FOR THE RELIEF OF PERSONS WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS AND IN PARTICULAR BUT WITHOUT PREJUDICE TO THE GENERALITY OF THE FOREGOING OF EX-OFFENDERS DRUG ADDICTS, ALCOHOLICS, THE AGED, THE HOMELESS, THE SICK AND THE DEPENDENTS OF SUCH PERSONS.
