FOR THE PROVISION IN THE INTEREST OF SOCIAL WELFARE, OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION FOR PERSONS WHO HAVE NEED FOR SUCH FACILITIES.
