(A) THE PROVISION OF FACILITIES FOR THE DAILY CARE, RECREATION AND EDUCATION THROUGH LEISURE TIME ACTIVITIES OF CHILDREN AGED 4-11 YEARS, DURING OUT-OF-SCHOOL HOURS. (B) TO ADVANCE THE EDUCATION AND TRAINING OF PERSONS IN THE PROVISION OF THESE FACILITIES.
