TO PROVIDE AN ADDITIONAL SOURCE OF COMMUNICATIONS IN THE AREA OF WEST DEVON( BASED ON THE CITY OF PLYMOUTH AND THE AREAS KNOWN AS THE SOUTH HAMS, WEST HAMS AND DARTMOOR NATIONAL PARK) FOR EMERGENCIES, DISASTERS OR THE PREVENTION THEREOF AND EMERGENCY AID TO THE LISTED USER SERVICES AS DEFINED BY THE DEPARTMENT OF TRADE AND INDUSTRY.
