TO PROVIDE A COMMUNITY CENTRE FOR THE RECREATION AND OTHER LEISURE-TIME OCCUPATION OF THE INHABITANTS OF EAST HAM AND THE NEIGHBOURHOOD THEREOF, WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE SAID INHABITANTS.
