TO PROVIDE FOR THE INHABITANTS OF THE PARISH OF PAWLETT AND THE NEIGHBOURHOOD IN THE INTERESTS OF SOCIAL WELFARE FACILITIES FOR THE RECREATION AND LEISURE-TIME OCCUPATION, WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
