(1) ARE UNDER THE AGE OF 19; AND
(2) ARE IN NEED OF FINANCIAL ASSISTANCE; AND
(3) ARE ATTENDING SCHOOL OR COLLEGE IN THE COUNTY OF HEREFORDSHIRE.
