TO PROVIDE OR ASSIST IN THE PROVISION IN WROXALL AND THE WROXALL AREA OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATIONS SUCH FACILITIES BEING PROVIDED TO THE PUBLIC AT LARGE IN THE INTEREST OF SOCIAL WELFARE SAVE THAT SPECIAL FACILITIES MAY BE PROVIDED FOR PERSONS WHO HAVE NEED OF THEM BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABILITY.
