TO PROVIDE RELIEF TO PERSONS DISADVANTAGED THROUGH POVERTY, EMOTIONAL AND PHYSICAL DISABILITIES, HAVING SPECIAL REGARDS TO THE NEEDS OF BLACK AND OTHER ETHNIC MINORITY COMMUNITIES. TO ADVANCE EDUCATION AND IMPROVE COMMUNITY INITIATIVES OR RECOGNITION BY THE PROVISION OR MAKING COMMUNITY GRANTS AND/OR AWARDS IN RECOGNITION TO DESERVING INDIVIDUALS IN THE COMMUNITY WHO HAVE MADE POSITIVE CONTRIBUTIONS FOR IMPROVING THE QUALITY OF LIFE IN THE AREAS OF SOCIAL WELFARE, EDUCATION, HEALTH, ENVIRONMENT AND LEISURE.
