Charitable objects

(1) FOR SUCH CHARITABLE PURPOSES WHICH SHALL BENEFIT WHOLLY OR MAINLY THE INHABITANTS OF DARWEN AND THE SMALL VILLAGES ADJACENT THERETO BUT INCLUDING BENEFITING HOSPITALS OR OTHER INSTITUTIONS OR CHARITIES IN THE ADMINISTRATIVE DISTRICT OF BLACKBURN WITH DARWEN WHICH SERVE THE INHABITANTS OF DARWEN AS THE TRUSTEES SHALL SELECT AND (2) IN EXERCISING THEIR DISCRETION HEREUNDER (BUT WITHOUT LIMITING SUCH DISCRETION ) THE TRUSTEES SHALL TAKE ACCOUNT OF THE WISHES OF THE LATE JOHN FREDERICK LEACH AS EXPRESSED IN HIS LAST WILL AND CODICIL
