THE RELIEF OF ANY PERSONS WHO SERVE AS MEMBERS OF THE ARMED FORCES OR AS CIVILIANS IN ANY FUTURE DESERT CONFLICT AND THEIR FAMILIES AND DEPENDANTS WHO ARE IN CONDITIONS OF NEED, HARDSHIP, SICKNESS OR DISTRESS.
