2) THE DEVELOPMENT OF HEALTH AND SOCIAL CARE FACILITIES APPROPRIATE TO THEIR NEEDS
3) THE PROVISION OF ADVICE AND ASSISTANCE WHICH DIRECTLY RELIEVES THE NEEDS OF BENEFICIARIES.
