BUDS, initially formed as a communal group in 1986, became a registered charity in 2000. BUDS has a multifaceted mission providing education and foster care support to children, livelihood opportunities, supporting the elderly, low-cost housing initiatives, addressing malnutrition, and conducting drug awareness and prevention programs for the deprived community in the Eastern part of Sri Lanka.

Charitable objects
(I) THE CHARITY IS TO RELIEVE THE INHABITANTS OF THE BATTICALOA DISTRICT AND ITS NEIGHBOURING AREAS IN SRI LANKA WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS, PARTICULARLY BUT NOT EXCLUSIVELY THROUGH GRANTS TO INDIVIDUALS AND ORGANISATIONS. (II) TO PROMOTE THE HEALTH OF SRI LANKAN EXPATRIATES IN THE UNITED KINGDOM.
