(B)TO EDUCATE THE PUBLIC LIVING WITHIN THE BOROUGH OF HARTLEPOOL TO MANAGE THE SOCIAL, ECONOMIC AND HEALTH NEEDS OF CHILDREN UNDER STATUTORY SCHOOL AGE.
