TO IMPROVE THE CONDITIONS OF LIFE OF CHILDREN AGED 0-14 YEARS OF AGE LIVING IN THE LONDON BOROUGH OF CROYDON OF ALL RACES, BELIEFS AND CULTURES: (1) BY THE PROVISION AND MAINTENANCE OF FACILITIES FOR CARE, RECREATION AND OTHER LEISURE-TIME OCCUPATION FOR SUCH CHILDREN WHO ARE IN NEED BY REASON OF THEIR YOUTH OR SOCIAL AND ECONOMIC CIRCUMSTANCES; (2) BY THE ENCOURAGEMENT OF HARMONIOUS COMMUNITY RELATIONS AMONG SUCH CHILDREN, AND (3) BY OTHERWISE PROMOTING THEIR PHYSICAL EMOTIONAL WELL BEING.
