TO PROMOTE THE BENEFIT OF THE INHABITANTS OF CENTRAL MANCHESTER AND SURROUNDING DISTRICTS AND IN PARTICULAR CHILDREN, YOUNG PEOPLE AND FAMILIES, BY THE PROVISION OF A RESOURCE CENTRE PROVIDING FACILITIES TO ADVANCE EDUCATION, RELIEVE POVERTY, HARDSHIP AND DISTRESS, AND TO PROVIDE APPROPRIATE SUPPORT SERVICES AND FACILITIES FOR THEIR RECREATION AND LEISURE-TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE IN ORDER THAT THEIR CONDITIONS OF LIFE MAY BE IMPROVED
