(A) IN NEED OF FINANCIAL ASSISTANCE TO ENABLE THEM TO PURSUE A COURSE OF STUDY APPROVED BY THE TRUSTEES; OR
(B) SELECTED ON THE GROUNDS OF ACADEMIC MERIT
