ANY PURPOSES WHICH ARE CHARITABLE AT LAW FOR THE GENERAL BENEFIT OF THE INHABITANTS OF THE AREA OF BENEFIT WHICH IN CISWC'S OPINION ARE NOT INCONSISTENT WITH THE AGREEMENTS, FOR WHICH PROVISION IS NOT MADE FROM PUBLIC RATES AND TAXES UNLESS CISWO'S AND THE CHARITY COMMISSION'S PRIOR CONSENT IN WRITING HAS BEEN GIVEN, AND IN PARTICULAR THE REFURBISHMENT AND OPERATION OF THE CENTRE.
