3. THE RELIEF OF PERSONS IN CONDITIONS OF NEED HARDSHIP AND DISTRESS RESULTING FROM NATURAL DISASTERS SUCH AS EARTHQUAKE, FLOOD, FAMINE OR DROUGHT.
