HARBOROUGH AND THE SURROUNDING AREA WHO ARE IN NEED OF SUCH A SERVICE BECAUSE BECAUSE OF AGE, SICKNESS OR DISABILITY (MENTAL OR PHYSICAL) OR POVERTY OR BECAUSE OF LACK OF AVAILABLE OF ADEQUATE AND SAFE PUBLIC PASSENGER SERVICE.
