THE TRUSTEES SHALL HOLD THE CAPITAL AND INCOME OF THE TRUST FUND TO PROMOTE FOR THE PUBLIC BENEFIT THE REDUCTION OF CRIME, THE ADVANCEMENT OF EDUCATION, THE RELIEF OF UNEMPLOYMENT AND POVERTY IN PARTICULAR AMONG PERSONS CONVICTED OF A CRIMINAL OFFENCE AND THOSE PERSONS WHO HAVE NEED BY VIRTUE OF THEIR SOCIAL, ECONOMIC OR NECESSITOUS CIRCUMSTANCES WITHOUT DETRACTING FROM THE GENERAL NATURE OF THE CHARITABLE TRUST
