THE RELIEF OF POVERTY, SICKNESS AND THE DISTRESS OF ANY PERSON WHO IS SUFFERING AS A RESULT OF DROUGHT, EARTHQUAKE, FLOOD OR OTHER NATURAL DISASTER OR WHO BY REASON OF HIS OR HER SOCIAL AND ECONOMIC CONDITIONS IS IN NEED OF SUCH ASSISTANCE.
