THEIR FAMILIES AND CARERS IN AND AROUND ST PETERSBURG, RUSSIA BY PROVIDING OR ASSISTING IN THE PROVISION OF ITEMS, FACILITIES, EQUIPMENT OR OTHER RESOURCES WHICH WOULD NOT OTHERWISE BE PROVIDED OUT OF STATUTORY FUNDING.
