TO PROVIDE OR ASSIST IN THE PROVISION OF RECREATIONAL FACILITIES FOR ELDERLY PERSONS RESIDENT IN LONDON (HEREINAFTER REFERRED TO AS THE AREA OF BENEFIT) WHO ARE IN NEED BY VIRTUE OF THEIR AGE AND THEIR INFIRMITY OR DISABLEMENT, POVERTY OR ECONOMIC OR SOCIAL CIRCUMSTANCES WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
