TO PROVIDE FACILITIES FOR THE EDUCATIONAL, RECREATIONAL AND LEISURE TIME OCCUPATION FOR THE PEOPLE OF SOUTH EAST HARLOW IRRESPECTIVE OF DISABILITY, ETHNIC ORIGIN, GENDER OR RELIGIOUS BELIEF IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE SAID PERSONS.
