TO PROVIDE FACILITIES FOR RECREATION OR OTHER LEISURE-TIME OCCUPATION FOR THOSE PERSONS AGED OVER 50 YEARS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF DISABILITY, POVERTY OF SOCIAL AND ECONOMIC CIRCUMSTANCES OR WHO ARE OVER THE AGED OF 60 YEARS, IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF SUCH PERSONS
