To assist in the relief of suffering and distress amongst persons endangered by accident or natural hazards in lowland areas, primarily in the County of Essex. This is achieved in particular by providing adequete arrangements for the secure and efficient search for and rescue of any person or persons so endangered, by trained personnel.
