TO PROVIDE FACILITIES FOR EDUCATION, RECREATION AND OTHER LEISURE TIME OCCUPATION FOR PERSONS LIVING AND WORKING IN THE BOROUGH OF CROYDON WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABLEMENT, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
