THE RELIEF OF PERSONS WHO ARE BLIND OR VISUALLY IMPAIRED IN DEESIDE AND FLINTSHIRE AND IN PARTICULAR BY THE PROVISION, IN THE INTERESTS OF SOCIAL WELFARE, OF FACILITIES FOR THEIR RECREATION AND EDUCATION WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
