(I) TO PROMOTE THE PRESERVATION OF MENTAL HEALTH AND TO ASSIST IN RELIEVING AND REHABILITATING PERSONS SUFFERING FROM MENTAL DISORDER OR CONDITIONS OF EMOTIONAL OR MENTAL DISTRESS REQUIRING ADVICE OR TREATMENT IN THE LONDON BOROUGH OF WALTHAM FOREST PARTICULARLY PERSONS OF AFRICAN, CARIBBEAN OR ASIAN DESCENT OR OF OTHER ETHNIC OR NATIONAL GROUPS IN THE AREA OF BENEFIT. (II) TO ASSIST SUCH PERSONS TO REALISE THEIR FULL POTENTIAL TO LEAD FULFILLING LIVES IN PARTICULAR BY THE PROVISION OF A SERVICE TO A) SUCH A PERSON TO OBTAIN HIS OR HER RIGHTS AND PRIVILEGES AS A CITIZEN AND B) PROVIDE ADVICE TO SUCH PERSONS
