(2) TO PROVIDE OR ASSIST IN THE PROVISION OF RECREATIONAL FACILITIES FOR CHILDREN LIVING IN TEMPORARY ACCOMMODATION ALLOCATED BY EPPING FOREST DISTRICT COUNCIL THROUGH THE ADVANCEMENT OF EDUCATION AND THE PROVISION OF FACILITIES IN THE INTEREST OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE
