2) THE PROVISION OF RECREATION AND SPORTING FACILITIES IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE, IN PARTICULAR BUT NOT EXCLUSIVELY TO CHILDREN AND YOUNG PEOPLE WITHIN THE RHONNDA AND SURROUNDING AREA.
