(1) TO REPAIR REFURBISH AND RESTORE UPMINSTER WINDMILL TO SOUND CONDITION AND FULL WORKING ORDER. (2) TO CONSERVE AND MAINTAIN THE RESTORED MILL AS A WORKING MUSEUM OPEN TO THE PUBLIC. (3) TO IMPROVE AND DEVELOP UPMINSTER WINDMILL AS AN EDUCATIONAL FACILITY AND VISITOR CENTRE INCLUDING THE PROVISION OF BETTER ACCESS FOR ALL PEOPLE AND TO DEVELOP THEIR AWARENESS OF UPMINSTER WINDMILL AS A HERITAGE SITE WITHIN THE LONDON BOROUGH OF HAVERING.
