TO OFFER AND PROVIDE FINANCIAL ASSISTANCE TO RESIDENTS OF THE CITY OF YORK WHO ARE EITHER ENROLLED STUDENTS AT THE UNIVERSITY OF YORK, OR WHO HAVE APPLIED TO STUDY AT THE UNIVERSITY OF YORK WHERE, WITHOUT SUCH FINANCIAL ASSISTANCE, THEY WOULD SUFFER FINANCIAL HARDSHIP IN CONTINUING WITH THEIR STUDIES OR THE ACCEPTANCE OF AN OFFER OF ENROLMENT WOULD RESULT IN FINANCIAL HARDSHIP
