(I) THE RELIEF OF FINANCIAL NEED AMONG YOUNG PEOPLE AND CHILDREN RESIDENT IN WEST GLAMORGAN AND IN PARTICULAR, BUT NOT, SO AS TO LIMIT THE GENERALITY OF THE FOREGOING;
(II) THE PROVISION OF FINANCIAL ASSISTANCE, GOODS AND SERVICES TO IMPROVE THE QUALITY OF LIFE OF YOUNG PEOPLE AND CHILDREN WITH ANY SPECIAL NEEDS
