(2) THE PROVISION OF FACILITIES FOR LEISURE TIME AND RECREATIONAL ACTIVITIES WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE PERSONS REFERRED TO IN (1) ABOVE IN THE INTERESTS OF THEIR SOCIAL WELFARE.
