TO ADVANCE THE EDUCATION AND TRAINING OF THE INHABITANTS OF THE WIGAN BOROUGH, IN PARTICULAR BUT NOT EXCLUSIVELY YONG PEOPLE AND THOSE WHO HAVE BEEN CONVICTED OF A CRIMINAL OFFENCE OR WHOSE CIRCUMSTANCES MAY CREATE TENDENCIES IN THEM TOWARDS SUCH OFFENCES.
