THE DEVELOPMENT OF THE CAPACITY AND SKILLS OF THOSE MEMBERS OF THE COMMUNITY WHO ARE SOCIALLY AND ECONOMICALLY DISADVANTAGED IN SUCH A WAY THAT THEY ARE BETTER ABLE TO IDENTIFY AND HELP MEET THEIR NEEDS AND TO PARTICIPATE MORE FULLY IN SOCIETY 4. THE PROMOTION OF THE HEALTH AND WELL-BEING OF THOSE IN NEED: AND 5. THE PROVISION IN THE INTERESTS OF SOCIAL WELFARE OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF MEMBERS OF THE PUBLIC AT LARGE AND THE FORMULATION, PREPARATION OF SCHEMES THEREFOR WITHIN OR IN THE NEIGHBOURHOOD OF THE BOROUGH OF RUSHMOOR.
