TO RELIEVE SUFFERING AND DISTRESS AMONGST PERSONS ENDANGERED BY ACCIDENTS OR NATURAL HAZARDS WITHIN THE AREA OF BENEFIT (AS DESCRIBED IN ANNEX 1) AND TO PROVIDE ADEQUATE ARRANGEMENTS FOR THE SECURE AND EFFICIENT SEARCH AND RESCUE OF ANY PERSONS SO ENDANGERED.
