TO DEVELOP THE CAPACITY AND SKILLS OF THE MEMBERS OF THE SOCIALLY AND ECONOMICALLY DISADVANTAGED COMMUNITY OF SHOEBURY IN SUCH A WAY THAT THEY ARE ABLE TO IDENTIFY AND MEET THEIR NEEDS AND TO PARTICIPATE MORE FULLY IN SOCIETY SUPPORT THE RELIEF OF THE SOCIALLY DISADVANTAGED FOR THE PUBLIC BENEFIT IN SUCH WAYS AS MAY BE APPROPRIATE AT THE TIME, INCLUDING ANY ASSISTANCE NECESSARY AND PROVIDE HIGH QUALITY SERVICES THAT MEET THE NEEDS AND ASPIRATIONS OF THE LOCAL COMMUNITY.
