THE RELIEF OF DISABLED PEOPLE IN THE CATCHMENT AREA OF GREATER MANCHESTER (HEREINAFTER CALLED "THE AREA OF BENEFIT") BY ENABLING THE USE OF INDOOR FACILITIES FOR RIDING, SO THAT ALL DISABLED PERSONS WHO WOULD BENEFIT IN THEIR MENTAL OR PHYSICAL HEALTH FROM RIDING SHALL BE GIVEN THE OPPORTUNITY TO DO SO.
