THE PROVISION, IN THE INTERESTS OF SOCIAL WELFARE OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION FOR CHILDREN AND YOUNG PEOPLE WITHIN SHEFFIELD, HIGH HEATH AND SURROUNDING AREAS OF WALSALL WHO ARE BETWEEN 11-25 YEARS OF AGE AND IN NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH, FINANCIAL OR SOCIAL CIRCUMSTANCES, WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
