AGED, YOUNG PERSONS AND CHILDREN IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS WHETHER IN CONNECTION WITH HOUSING OR ACCOMMODATION OR SHELTER OR ANY OTHER PURPOSES (WHETHER BY WAY OF LOAN, GIFT, THE PROVISION OF ACCOMMODATION OR SHELTER OR IN ANY OTHER WAY).
