THE RELIEF OF FINANCIAL HARDSHIP EITHER GENERALLY OR INDIVIDUALLY OF IMPOVERISHED NATIVE AMERICAN INDIANS BY PROVIDING OR ASSISTING IN THE PROVISION OF IMPROVED HOUSING, SANITATION, WATER AND MEDICAL FACILITIES WHICH THEY COULD NOT OTHERWISE AFFORD THROUGH LACK OF MEANS.
