THE PROTECTION IMPROVEMENT OR CONSERVATION OF THE PHYSICAL AND NATURAL ENVIRONMENT PARTICULARLY OF THE PIECE OF LAND KNOWN AS THE CEMETERY ADJOINING THE CATHEDRAL OF ST JAMES IN LIVERPOOL BY THE PROVISION OF HELP INFORMATION ADVICE AND SUPPORT TO INDIVIDUALS AND ORGANISATIONS CONCERNED WITH THE CONSERVATION PROTECTION AND REGENERATION OF THE SAID PIECE OF LAND; AND THE PROVISION OF RECREATIONAL FACILITIES FOR THE PUBLIC WHO BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABLEMENT, POVERTY OR SOCIAL OR ECONOMIC CIRCUMSTANCES HAVE NEED OF SUCH FACILITIES
