TO PROVIDE, HOLD OWNERSHIP AND MANAGE A CHILDREN'S PLAYGROUND, PLAYING FIELDS, RECREATION GROUNDS, RECREATIONAL FACILITIES OR OTHER PROPERTY FOR THE BENEFIT OF BOTH THE COMMUNITY OF THE PARISH OF WICKWAR, SOUTH GLOUCESTERSHIRE AND SURROUNDING AREA AND PERSONS WHO BY REASON OF YOUTH, AGE, INFIRMITY, DISABILITY, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES HAVE SPECIAL NEED OF SUCH FACILITIES WITH A VIEW TO IMPROVING THEIR CONDITIONS OF LIFE
