TO PROMOTE COMMUNITY PARTICIPATION IN HEALTHY RECREATION IN THE BOROUGH OF NORTHAMPTON BY PROVIDING FACILITIES FOR THE SPORT OF FENCING, PARTICULARLY FOR THE BENEFIT OF CHILDREN AND THOSE WHO ARE SOCIALLY OR ECONOMICALLY DISADVANTAGED.
