(II) TO PRESERVE AND SAFEGUARD THE HEALTH OF THE PUBLIC, IN PARTICULAR BUT NOT EXCLUSIVELY YOUNG PERSONS WHO ARE IN DANGER OF BECOMING ADDICTED OR DEPENDENT UPON ILLEGAL DRUGS OF ANY DESCRIPTION, ALCOHOL OR OTHER ADDICTIVE SUBSTANCES
