THE PROTECTION AND PRESERVATION OF THE PHYSICAL AND MENTAL HEALTH OF CHILDREN AND YOUNG PEOPLE AGED 5-19 (FIVE TO NINETEEN) YEARS, WHO ARE ADVERSELY AFFECTED BY PARENTS, FAMILIES, CARERS OR FRIENDS WHO ARE IN DANGER OF BECOMING ADDICTED TO, OR DEPENDENT UPON, DRUGS OF ANY DESCRIPTION OR ALCOHOL, SOLVENTS OR OTHER ADDICTIVE SUBSTANCES, IN PARTICULAR BUT NOT EXCLUSIVELY BY THE PROVISION OF EDUCATION, ADVICE, SUPPORT AND THERAPY.
